MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Division of Educator Data, Research, and Strategy (EDRS) provides analytical leadership and support for the Departments across the Office of Educator Systems and Support. This position provides direct support to all Educator Preparation, Certification, and Enforcement divisions, specifically ensuring that the systems used to generate/collect data are functional to maintain data validity and reliability.

The systems analyst is responsible for several buckets of work. This includes:
•Supporting the evaluation of Educator Preparation Programs in Texas through the development and implementation of programs and procedures to generate analytical reports and other data artifacts
•Coordinating and communicating activities across multiple Divisions as the subject matter expert for the Educator Certification Online System
•Developing, implementing, and maintaining technical data solutions to support employees across the Educator Certification, Preparation, and Enforcement Division
•Managing the analysis of user requirements, procedures, and problems to develop and automate processing and to improve existing systems within the EDRS-EPCE department and across EPCE client units
•Directing efforts to design, develop, update, and test reporting and graphics on numerous software platforms

•Design, implement, update, and standardize processes for data analysis related to the Accountability System for Educator Preparation (ASEP) and Title II, including writing and revising SQL queries and SAS programs.
•Coordinate with Information Technology team and outside partners to create and revise existing procedures for required reporting related to educators, serving as Subject Matter Expert for the Educator Certification Online System from the office of Educator Preparation, Certification, and Enforcement.
•Review and analyze reports, programming, and performance indicators to code or content problems
•Respond to ad hoc requests from other supported EDRS-EPCE units, the public, and policymakers to provide data, analyses, survey programming support, or update online content.
•Design, develop, update, and test reports, including user-friendly graphics, dashboards, and report cards, for educator preparation, certification, and enforcement, including the EPP Interactive Map.


Education: Graduation from an accredited four-year college or university
Experience: At least 5 years of experience in systems analysis and design work. Experience working with large data sets and educational systems are preferred.
Substitutions: An advanced degree may substitute for two years of required experience.

•Proficiency in writing and revising standards and procedures
•Excellent writing and oral communication skills
•Skill in using statistical software, including strong skills in SAS (or similar statistical software)
•Expertise with programming techniques and languages used in relational databases, including SQL
•Experience in developing tools in business intelligence software, including PowerBI, Microsoft Access, Microsoft Excel, and ArcGIS
•Ability to plan and coordinate work with multiple stakeholders
•Manage digital files and documentation to ensure they are accessible
•Experience with designing and generating high-quality reports suitable for a range of audiences
•Ability to revise and troubleshoot computer systems and processes
•Skilled at creating reports for public consumers that are accessible, meet style guides, and adhere to agency processes
•Experience with analyzing systems and procedures to identify areas for improvement
•Ability to interpret standards, rules, and requirements in technical documentation
•Ability to plan, organize, manage, and execute multiple work streams and projects at a high quality with minimal supervision
•A desire to self-reflect, give & receive feedback, and continuously improve
•Knowledge of Texas Educator Preparation systems preferred
•Familiarity with interpreting Texas statutes, administrative codes, and written policies; Texas Administrative and Education Code preferred
